SUARA is a prototype digital participatory planning platform giving the public a genuine voice in urban planning — moving consultation from passive notification to active, two-way dialogue.

It translates the Draft Proposals for the Petaling Jaya Local Plan (Replacement). The original report presents MBPJ's findings and strategic proposals for how the city should grow, structured into six parts.

SUARA makes Part Four accessible to the public before it's formally incorporated into the statutory Draft Local Plan. This lets people respond to actual proposals in their own language, with a visible record of what happens to their input.

** For the purpose of this study, only dummy Gmail accounts will be created. Participants will be assigned a unique ID before login, which they will use to create the dummy account — approved by the admin (Researcher).

3. MyKad Verified (Identity Card)

The last four digits of your MyKad and your address/postcode are required to verify your zoning area (PJU/SS/Sek/PJS).

** For the purpose of this study, this verification will not be applied at all — it is included only to gauge participants' responses to the requirement to provide identity documentation for participation.
